Key Implementation Decision
The OE21 Focus Teams (LFT, CFT, OFT, WFT) responsible for each OE21 standard determine whether or not the OE21 standard adds value when compared to any existing standard, standard operating procedure (SOP), or process the organization has already implemented.
The recommended decision process is that the Focus Team studies all parts of the OE21 standard and each of the tools used (surveys, analysis tools, etc.) in order to answer a key question:
Does the organization currently use a standard or process that is deemed as better or essentially as good as the OE21 standard?
If NO, then the Focus Team should deem the OE21 Standard as "value added" and should proceed ahead to learn and implement the OE21 Standard and to fully apply its decision support tools (surveys, analysis sheets, etc.)
If YES, then the Focus Team should report this finding to the chair person of the Leadership Focus Team (LFT) and the senior executive of the organization (e.g., CEO, President). If the senior leaders agree with the finding then the Focus Team will be directed to not implement the OE21 Standard and its decision support tools. This decision means that current standards, procedures and processes will continue to be used.
EXCEPTIONS - In some cases, the Focus Teams may find that some or part of the OE21 Standard and its decision support tools should be integrated with the existing procedures and processes. If the senior leaders agree with this "exceptions" finding then the Focus Team will be directed to integrate the value-added parts of the OE21 into existing standards, procedures or processes.
